Electricity Market Support Project - Rehabilitation and Upgrade of System Dispatch, Communication and Metering
The Government of Georgia (GoG) is implementing the ambitious Electricity Market Support Project (EMSP) which will help finance the strengthening of the transmission system, system control and communications, system scheduling and dispatch, wholesale metering, and wholesale market admini-stration and regulation needed to implement electricity market development. The Government has received a credit from the World Bank and other international agencies to help finance the project.

- Technical support in all procurement matters in accordance with relevant World Bank Guidelines.
- Preparation of technical specifications and bidding documents
- Assistance in tendering, bid evaluation, contract negotiations, and contract management
- Design approval, acceptance tests and site supervision
- Training to GSE staff
- Implementation of a project management system to monitor project progress and development

- SCADA/EMS system installed at National Dispatch Center and 39 substations/hydropower plants/thermal power plants
- Telecommunication network based on fibre optics (OPGW, ADSS, FOC), PLC and microwave links, TCP/IP protocol (SDH over IP)
